Manrico Scremin is a highly experienced, independent consultant specializing in information systems strategy development, project planning, and project management. He has worked continuously in this field since 1981. Manrico held senior positions in three major consulting firms prior to forming his company, Pensiamo Consulting, in 1999. He received Master of Business Administration and Bachelor of Science (Honours Physics) degrees from the University of British Columbia.

  • Government Authority. Most recently assisted this government authority with several aspects of a large project to significantly upgrade its core systems.  Previously designed a “financial processor” to provide timely and accurate revenue information. This authority is responsible for managing all land titles within the province including registering titles and interests such as mortgages. The authority is also responsible for managing the province’s land survey structure.
  • Metropolitan mass transit agency. Most recently managed several information technology components of a large project to implement the new “Compass” electronic fare card while also managing the merger of two separate transit programs for people with disabilities.  These were the latest of several assignments at this organization starting in 1998 when the agency was created. Previous projects included managing a project to transition the Transit Police division into a subsidiary operating company, developing a three year strategic (deployment) plan for the newly formed shared services group, and developing information technology strategic plans for three of the agency’s operating entities.
  • Degree granting education and training institute. Developed a three year technology strategic plan. This is the second plan Manrico developed for this institute.
  • Provincial Ministry of Health. Planned a project to complete a secure website used by physicians to find referral resources.
  • Electronics manufacturer. Developed short term remediation plans and long term implementation plans relating to the financial, manufacturing, product lifecycle management, order management, marketing support, and human resources systems supporting the entire company. Developed project proposals, business cases, and project charters for several projects. Developed requests for proposal and directed the selection of system integration companies for large implementation projects.
  • Large diversified company. Planned the company-wide implementation of a new financial system and directly managed its implementation at the first subsidiary. Planned the implementation of a new, sophisticated billing system at several subsidiaries. Developed and implemented a stabilization plan for a subsidiary which was experiencing severe system related issues.
  • Software company. Managed projects to implement this sophisticated student administration software in several US school districts. Extended and formalized the company’s software implementation methodology.
  • Small US community bank. Led a team to re-engineer all customer related business processes. Led the final stage of user acceptance testing of a new, comprehensive set of customer related information systems.
  • Leading fuel cell manufacturer. Assessed options for outsourcing the information technology infrastructure. This included selecting a vendor.
  • Federal government department. Helped improve the way the Pacific Division initiates and manages its Information Systems projects.
  • Cellular phone company. Defined a Centre of Excellence to support the company’s network of 800 independent dealers in British Columbia and Alberta.
  • Major university. Developed a 3-5 year plan for a major redevelopment of the way potential students are recruited, assessed, and registered.
